Bragging Rights: States That Have Massive Surpluses

Perhaps our members of Congress should take notes from the Governors of several states.  Texas, North Dakota, Wisconsin, Tennessee, and Vest Virginia are all boasting major state surpluses.  The city of Stockton, in California, however, is filing for bankruptcy.  The lesson to be learned here is that a balanced budget creates surplus while continued spending creates debt and dependency.
