Blue Cross and Blue Shield is proposing a 22.9% hike on Affordable Care Act plans in 2018. BCBS is North Carolina’s largest health insurer as well as the only insurer in all 100 counties. However, 94% of Blue Cross’s customers qualify for federal subsidies to offset the cost of premiums and likely will not be significantly impacted by the rate increase. Brian Tajlili, Blue Cross’s director of actuarial and pricing services, said that rates continue to increase because customers that sign up for health insurance are older and sicker than the population as a whole.
