WASHINGTON — The House Ways and Means Committee began considering a bill Monday that would reduce taxes by $1.4 Trillion over 10 years. But debate over crucial aspects of the proposal could force Republicans to alter the bill and possibly slow down plans to pass the legislation by year’s end. Here are some significant issues that can make or break the GOP’s tax reform effort: Individual Reductions, Child Tax Credit, Pass-Through Income, Tax on Foreign Payments, Debt and Deficits.
