As spending deal nears finish, border wall gets some funding, but N.Y. tunnel is in limbo

The $1.3 trillion spending deal under negotiation in Washington puts up obstacles for Trump’s immigration plans but leaves a New York infrastructure project that he fiercely opposes up in the air. Congressmen and women hope to introduce the bill Wednesday and get it passed by Friday, the deadline to avoid a government shutdown. The bill yields a big win for Republicans in the form of a $78 billion increase in military spending and a big win for Democrats with a $52 billion increase for domestic programs.
